Program areas at Emma Norton Services
Emma Norton Services provides permanent supportive housing through three programsthe Emma Norton residence program for single adults, the Emma's place program for families, and the scattered site program for singles and families. Each provides case management and peer support that allow clients to engage in goal planning, reflection, and crisis management to empower women in finding transformation through housing. All programs have similar eligibility criteria which includes documentation of homelessness, and disability. Emma Norton residence (enr) houses single women in either single or double occupancy rooms, contracting through the state of Minnesota for housing support funds. In fy 2022 94 clients were served in Emma Norton residence, 74 clients served in Emma's place, and 129 clients were served in Emma Norton's scattered site program, with a total of 253 client served. During the fy, 231 stability plans were completed across programs with goals around housing, mental health, substance use, and daily living. 230 clients maintained housing for at least 6 months or more while enrolled in Services at Emma Norton. Enr provides effective case management Services, 24 on site staffing, meals, nursing consultation, substance use harm reduction strategies, independent living skills, and programming that emphasizes stability, independence, and empowerment for those we serve. Staff provided over 1,500 hours of one on one client contact Services or connections to resources across all our programs, and over 5,000 case management points of contact with either our clients, or their supports in fy22.
Emma's place, located in maplewood, Minnesota and primarily Services the east metro area, offers housing to families by providing thirteen multi bedroom low income housing units for single parents with three or more children that are coming from a homeless situation. This program has dedicated Services designed to support the adults as well as the youth living on site. Support Services provided include case management for the adults and older teens, parent education, early child assessment and education, after school activities and tutoring, the goal is achieving self sufficiency and stable, healthy family life.
Advocacy - the soar advocacy program serves people living in Emma Norton's supportive housing programs as well as those living in the community. It helps people access higher income benefits available through federal social security benefits as a means of gaining higher self-sufficiency and independence.
